Captain Johannes Stocker
One of the infamous "Starfleet ten," Stocker exposed the Federation razing of the surface of Cardassia Prime when he submitted a letter of resignation detailing Starfleet atrocities committed on Cardassia to the Federation Council. Before distinguishing himself in the annals of infamy by participating in this terrorist strike intended to defame the Dominion, Stocker had become known within the Federation as a dedicated career officer. He served with distinction in the Starfleet military actions against the Cardassians, Borg and Klingons. Stocker is currently under house arrest on his home planet of Tanuga IV awaiting the convening of a war crimes tribunal on Khitomer.

Par'kalan
Par'kalan is the Jem'hadar first currently commanding Dominion troops remaining on Cardassia Prime. Following the Dominion's strategic withdrawal from Cardassia Prime, Par'kalan was forced to take control of the top-secret Dominion facility housing the Dominion's vast stores of biotechnology abandoned on the planet's surface. He is a dedicated servant of the Dominion, one of the breed of Alpha Jem'hadar, who has repeatedly distinguished himself in battle through both his bravery and intelligence. Until a Vorta can be cloned to take charge of this facility, Par'kalan will remain commander of Dominion forces on Cardassia Prime.

Assistant Chancellor Meirut
One of the beleaguered rulers of the fallen Cardassian Empire, Meirut, like the other members of the provisional government, took advantage of the power vacuum existing in the fractured Cardassian state following the withdrawal of the Dominion and maneuvered himself into a position of political prestige. The stated agenda of the provisional government is to repair the damage done to their world by the Alpha Quadrant War and reestablish a golden age of open discourse and opportunity for all Cardassians. However, few political analysts doubt that this government is as corrupt as all others in the history of Cardassia and will resume scheming and antagonism against their enemies as soon as the homeworld has been put to rights.

 

Kai Ungtae

The newly elected spiritual leader of the Bajoran people, Kai Ungtae succeeded the infamous Kai Winn following her notorious death in the Bajoran fire caves.  Tirelessly dedicated to maintaining the status quo, Ungtae is a notably uninspired leader interested mainly in restoring respectability to Bajor following the disgraceful final days of her former leader. His political stance towards the Dominion is not yet known, but Ungtae is likely to follow in the tradition of Bajoran leaders in seeking aid from the Federation.
