The Founders, wise and benevolent masters of the Dominion, are both individual plural. Joined in the Great Link, they become a single, vast intelligent entity, but this entity retains the ability to divide itself into individuals which direct and guide their vast empire of worlds. The Dominion was created by the Founders in an attempt to impose order on the chaotic lives of solids. After living through centuries of torment and subjugation at hands of the solids, the Founders overcame the obstacles of prejudice and hatred and set themselves about the task of creating a better life for the beknighted creatures at whose hands they had once suffered. In additiont obringing order to the miserable lives of the solids of the Gamma Quadrant, the Founders are credited with creating the Jem'hadar and uplifting the Vorta into from squalor into sentience. In an effort to improve the lives of races further from the Great Link, the Founders sent out 100 infants of their kind to explore the galaxy and eventually return to the Link with the knowledge they had acquired. The most famous of these 100 is Odo.
