Federation
officials investigate Risian smuggling scam
Federation officials have investigated smuggling of
the drug ketracel-white through illegal channels on the planet...

Lorasa Resort, Temtibi Lagoon, Risa - Authorities at the United Federation of Planets' Judge Advocate General's office began investigating numerous Risians involved in a smuggling scandal with the Dominion. Rumors have been spreading like wildfire through official and unofficial channels.

 Starfleet has subpoenaed the import and export ledgers of Keldin Shipping, the leading cargo handlers on Risa.  Through undisclosed sources, Keldin Shipping has been accused of illegally importing ketracel-white, the addictive drug which the Founders rely on to control the Jem’Hadar.  The drug was allegedly stored in underground tanks from which Dominion operatives would regularly transport to a cargo vessel and then to the front lines.  The monetary exchange took place through the Bank of Lissepia, legally.  No charges have been brought against the Bank, innocent on-lookers to these deeds.

 Also implicated in the scheme are Hoytur Entertainment Systems and Marzon Media.  The Dominion sympathizers at Hoytur are charged with the smuggling of illegal weapons systems.

 The loyalists at Marzon Media are accused of housing Jem’Hadar soldiers, Vorta, and even a Founder at their facility in the Risian region of Jetimli.  The Marzon factory mysteriously burnt to the ground, even when its fire retardation systems were in place.  Investigators are looking into the possibility of arson, a criminal offense.  This incident adds even more to suspicions.  Monetary exchanges took place similarly to those of Keldin Shipping.

 Moreover, Keldin Shipping, Marzon Media, and Hoytur Systems were undergoing a merger when the charges were brought against them.  This alliance would have created the largest company on Risa.  The merger has not been completed, and some natives are glad that the allegations have been made, saving their economy from a monopoly.  Said Jurix Allania, a native billonaire:

“If these three companies had completed their transaction as scheduled, the constant flow of tourists to Risa would be disrupted, and the majority of Risian establishments would lose incomprehensible amounts of money.”

Federation lawyers repeatedly refused to comment on the situation, but they broke their silence two days ago.  They commented in detail about the actual charges brought against Hoytur Systems and Keldin Shipping, saying:

“The Office of the Judge Advocate General has agreed to release the information in the scandal involving Risian companies Keldin Shipping, Hoytur Entertainment Systems, and Marzon Media.  Through sources which we can not divulge at the moment, Starfleet has investigated smuggling of the drug ketracel-white through illegal channels on the planet.  The smuggling of unauthorized weapons systems, which are prohibited under Federation law, are also under examination.

"The companies under suspicion have refused to answer our constant hails.  Their accounting records are being examined as we speak by members of the Federation Financial Bureau and any fraudulent activity which has occurred will be added to the charges if and when Hoytur Systems and Keldin Shipping are brought to trial.

"As to those specific individuals involved in the scandal, they have not been arrested, nor have they been indicted.  When sufficient evidence for a warrant is procured, they will be brought to the Federation Penal Settlement in New Zealand on Earth.

"We hold firm to our ‘no comment’ policy towards any other queries.  Thank you.”

The Federation representative failed to mention that the office complexes of Keldin Shipping and Hoytur Systems were under siege by Starfleet officers since the scandal was publicly acknowledged.  Dateline Dominion’s contacts on Risa, currently under Federation Legal Quarantine, have sent word that three days ago the officers took control of the numerous compounds.  The Federation has seized the companies’ machinery, cargo manifests, communications equipment, and monetary supplies.

Furthermore, suspicions have been arising on Risa concerning a rumored Jem’Hadar installation in the jungles of the Temtibi Lagoon area of this spectacular leisure planet.  Taking this gossip as factual information, Starfleet has sent over five large expeditions into the densely forested areas, seeking Dominion survivors, say our sources.

While the Starfleet search parties chased the phantom installation, I located the Federation Embassy and attempted to contact the ambassador.  After repeatedly hailing her officer, she at last answered, though her statement just reiterated what has already been said.

The trial of the Risian involved in this scheme is set for next year, on the neutral world of Pacifica.  And if there really is a secret base deep in the jungle, who knows what is in store for the loyal soldiers lodged there?
