Khitomer, Klingon Empire-While allegations of Federation war crimes on Cardassia Prime have held the attention of the entire Alpha Quadrant over the past weeks, Klingon and Dominion officials have conducted secret negotiations on Khitomer ultimately leading to the signing of a Treaty of Alignment between the two peoples. Far from cleared of any wrong doing in the Cardassia Prime incident, the Klingons were motivated to take this bold step by the possibility that the Cardassian Empire, long time enemies of the Klingons, might choose to avenge themselves against both the Federation and its Klingon allies. Despite the current ramshackle state of the Cardassian military, the Klingon Empire, weakened by both the Alpha Quadrant War and an increasing dependence on Federation support, can ill afford another major conflict. In order to break free of this growing dependence on Federation patronage, the Klingon Empire has taken the initiative and created a state of alignment, second only in political strength to an outright annexation of the Klingon Empire, with the Dominion.
.......In a related story, the newly elected Cardassian provisional government has announced that the Cardassian Empire has no plans to ally itself politically with the Federation. In a statement denouncing Federation war crimes against the Cardassian people, Assistant Chancellor Meirut said, "The course of history has shown that the Cardassian Empire, again and again, extends the hand of friendship to the Federation only to have it bitten No more. The atrocities committed by Starfleet officers against Cardassian civilians will not be forgotten. Every trace of Federation presence on Cardassia will be expunged." Following this proclamation, the Cardassian government immediately began expelling the Federation humanitarian aid workers from Cardassian territory.
.......Upon learning of the Cardassians' public denouncement of ties to the Federation, Dominion officials on Khitomer released a counter statement indicating that, although Dominion troops have presently withdrawn from Cardassian territory, the Cardassian Empire is still regarded as an annex of the Dominion. This statement further indicated that "necessary force" will be exhibited to keep the Cardassian Empire within the fold of the Dominion at such time as this proves convenient for the Dominion military. As the news of the Klingon Empire's new alliance with the Dominion has not yet reached the Federation through official channels, the Federation Council has thus far declined to comment on this developing situation.
.......Despite the nature of the Federation response to the new Klingon-Dominion alliance, the balance of power in the Alpha quadrant has been dramatically shifted. Only time will tell if the Federation can overcome the loss of prestige it has suffered in recent weeks. In the meantime, Dominion strength in the Alpha Quadrant continues to grow.
